Outdoor Wood Boiler Regulations in New York State
Outdoor wood boilers (OWBs) are a common source of heat for homes and businesses in New York State. However, due to concerns about air pollution, the state has implemented regulations to limit the emissions from these boilers.
The regulations apply to all OWBs installed after July 1, 2015. They require that OWBs meet certain emission standards and be equipped with specific pollution control devices. The regulations also prohibit the use of certain types of fuel in OWBs.
Emission Standards
OWBs must meet the following emission standards:
- Particulate matter (PM): 0.15 pounds per million Btu of heat input
- Carbon monoxide (CO): 1.2 pounds per million Btu of heat input
- Volatile organic compounds (VOCs): 0.18 pounds per million Btu of heat input
Pollution Control Devices
OWBs must be equipped with the following pollution control devices:
- A catalytic converter
- An electrostatic precipitator
- A wet scrubber
Prohibited Fuels
The following fuels are prohibited from being used in OWBs:
- Garbage
- Plastics
- Painted or treated wood
- Tires
- Construction and demolition debris
Enforcement
The New York State Department of Environmental Conservation (DEC) is responsible for enforcing the OWB regulations. The DEC can issue fines and other penalties for violations of the regulations.
